It was a traffic stop that ended with the arrest of a Richmond man after police discovered 163 capsules of heroin hidden on his body. Muncie police say 28-year-old Rodre T. Blackburn reportedly told investigators he delivered up to 500 capsules of heroin every few days to a handful of people in Muncie. Blackburn is being held without bond in the Delaware County jail.
