Delaware County Prosecutor Jeffrey Arnold is urging county officials to oppose any efforts to organize a local needle exchange program. According to the Star Press, Arnold says the needle exchange kits from neighboring counties contain hundreds of fresh needles, condoms, and small heroin “cookers” all which he considers to be enabling.
