A homeless woman has been arrested on drug-related charges after she was found driving a stolen vehicle on Utica Avenue. 27-year-old Cara Ann Janney was found to have seven syringes and a spoon in her purse. She was preliminarily charged with unlawful possession of a syringe and possession of paraphernalia.
