In this case, cops pulled over a car going too slow. A Delaware County deputy noticed a car driving just 2-3 miles per hour. After stopping and searching the car, he found meth and paraphernalia. John R. Pugsley of northern Blackford County and passenger, Jennifer K. Quire, of Farmland, were taken into custody and held in the Delaware County jail.
