In April, a local man was shot and killed by a Muncie cop and now a special prosecutor has been assigned to the case. The man, 26-year-old Storm Allen Smith died after a struggle with an unnamed city police officer near the railroad tracks west of the Muncie Bypass and south of Jackson St. The Delaware County Prosecutor has taken himself off the case, saying he is friends with another member of the dead man’s family and two of his employees are related to him.
