A man driving in Winchester swerved to avoid a large pile of trash on a Randolph County Road only to find the trash was actually a drunken man lying in the middle of the road. 24-year-old Anthony Moog of Winchester had a blood alcohol level nearly five times the legal limit. He’s charged with public intox.
